Below are the steps you’ll have to take to finish the White Goats Gone Missing Quest:
Finding Penn and Chork
To start the quest, head toTabantha Bridge Stableand findPennin the empty goat stable at coordinates (-2909, 0523, 0169). He will explain the situation, telling you that a herd of white goats suddenly disappeared! Penn recommends asking Chork for more details.
Nearby, you’ll findChorkin the pen, stressing about the goats running away. Chorks explains that Princess Zelda shared a recipe for the goats, describing the use ofHylian pinecones. However, the goats wouldn’t eat the pinecones and instead ran away!

With this crucial hint in mind, it’s time to look for some goats.
Where to Find the Goats in TOTK
As you leave the goat pen, you’ll notice atrail of whole pineconeson the ground. Follow these pinecones along the path tocoordinates (-2552, 0411, 0150)to see the goats and a bottle near a large mushroom.

Interact with the bottleto initiate a cutscene of Chork rereading the recipe, realizing the pinecones had to be ground into a powder.
